Full Professor of Administrative Law and Coordinator of the Board of the South EU Google Data Governance Chair, CEU-San Pablo University, Madrid


Ph.D. in Law from the Complutense University of Madrid. Lawyer. Professor of Administrative Law at CEU San Pablo University of Madrid and

Adjunct Professor of Law at Georgetown University, USA (2005 – 2007).
He has served as Director of the Spanish Data Protection Agency, Vice Chairman of the European Group of Data Protection Authorities and Founding President of the Iberoamerican Data Protection Network.
Permanent Member and President of the Section of Public Law of the General Codification Commission. Member of the Legal Committee of the General Council of Spanish Lawyers. Vice President of the Knowledge and Information Technologies and Law Commission of the Royal.

Academy of Jurisprudence and Legislation. He was awarded the San Raimundo de Peñafort Cross.
Author of many publications on Public Law (he has recently directed the monograph Reglamento General de Protección de Datos. Hacia un nuevo modelo europeo de privacidad [General Data Protection Regulation. Towards a New European Model of Privacy], Ed. Reus, 2016).

Lead investigator of several international research projects on data protection.
San Raimundo de Peñafort Research Award of the Royal Academy of Jurisprudence and Legislation (1997).
He participated as an international expert in the Advisory Council to Google on the Right to be Forgotten.
Director of the Official University Master’s Degree on Data Protection, Transparency and Access to Information (LL.M) of CEU-San Pablo University.
He was a member of the Board of Directors of the Spanish Association of Administrative Law Professors.
Member of the Spanish Association of Administrative Law Professors and honorary member of the Spanish Professional Association of Privacy (APEP).

The South EU Google Data Governance Chair focuses on scientific reflection and research in the academic field on Data Governance in the context of European countries. The Chair analyzes the challenges of Law and Data Governance in areas such as Big Data, Data Driven Innovation, Artificial Intelligence and International Flows of Personal Data.
